We are an established community of 249 single family homes where young children can walk to school and families often dine out and grocery shop in the conveniently located shopping center. We enjoy the close proximity of Dulles Airport, Reston Town Center as well as Silver Line Metro stops and Park and Ride. You will find us playing, walking, jogging, bicycling, and waving from our front porch. Welcome home!

SPEEDING ON JOHN MILTON DRIVE

As previously reported here, VDOT conducted a study of traffic and speeding on John Milton Drive, and the street qualified for the Fairfax County Residential Traffic Administration Program (R-TAP). The street met the criteria of vehicle speed and traffic volumes for acceptance into the program. The study of traffic on John Milton Drive recorded that at least 85% of vehicles were traveling at 10mph or more over the posted 25mph speed limit. This program aims to enhance the safety and livability of our community by addressing traffic-related concerns.

One of the 2nd Fox Mill Estates Homes Association board members led a community task force to review options for traffic calming and make recommendations to the county. Of the available options, the task force recommended three speed humps be installed on John Milton. One opposite the shopping center, and two on the hill running down from the intersection with Quincy Adams. A 3 way stop at that intersection was considered, but VDOT vetoed option. 
 
A letter documenting the proposal, and a ballot to vote for or against were mailed to the 208 homes located on John Milton and on the neighborhood streets which exit onto John Milton. In order for the recommendations to be implemented, a majority of the 208 homes, or 105 homeowners, had to vote for the proposal. The county did not receive sufficient votes for the proposal to get implemented. 112 homeowners returned the ballot, and of those only 89 voted in support. The task force received the following letter from FCDOT (Fairfax Country Department of Transportation):
 
"Unfortunately, John Milton Drive did not receive enough community support to move forward in the Traffic Calming Process. Since it did not pass the ballot phase the traffic calming plan for John Milton Drive stop here. The community can request for John Milton Drive to be entered back into the Traffic Calming program 2 years from the date the voting period closed. The [text] below is from page 5 of the FCDOT Traffic Calming Operating Procedures:
 
“If the ballot measure is successful, FCDOT will take the proposal to the BOS for its endorsement. In
the event of a failed ballot measure, a community must wait 2 years from the date the voting period
closed before requesting entry back into the Traffic Calming Program.”
 
If the community chooses to do so now, they can request for John Milton Drive to be considered for the "$200 Additional Fine for Speeding" Sign Program.
 
The board met with Supervisor Walter Alcorn and office transportation aide Shyamali Hauth on May 5th. We requested both the $200 Additional Fine signs and the placement of  "Watch for Children" signs near the walkway to the school.
